configOperator
Returns the address allowed to execute delegated configuration changes.

setConfigOperator
Immediately replaces the delegated configuration operator.
The implementation defines caller authorization. Setting zero revokes delegated access.
After authorization, setting the current operator reverts with ConfigOperator_Unchanged.
